Tasneef to implement FTA's decision regarding issuing certificates for vessels from black-listed countries

To protect marine environment and ensure safety of national ports and marine installations

List of countries whose vessels are prohibited from entering UAE waters before obtaining inspection and conformity certificates from recognised classification bodies, is to ensure no vessel sails in UAE’s territorial waters without meeting the safety and quality standards that ensure safety of their crews and protect the marine environment

Dubai, UAE, August 15, 2018:  Emirates Classification Society (Tasneef) has said that it is ready for the decision of H.E. Dr. Abdullah Belhaif Al Nuaimi, Minister of Infrastructure Development and Chairman of the Federal Transport Authority – Land and Maritime (FTA), prohibiting vessels carrying flags of countries that are black-listed by maritime authorities to enter UAE’s ports or dock in its waters, unless they are classified by Tasneef or any member of the International Association of Classification Societies (IACS). This is part of Tasneef’s role as the national house of expertise and excellence for the maritime sector, and a reference for building a sustainable maritime economy for the UAE. 

FTA’s circular will come into effect on 1 January 2019. The decision was circulated to all UAE’s ports, ship agents, owners, operators, and management companies, as well as all classification societies operating in the country.

Dr. Aysha Al Busmait, Director of Government Communications at FTA, said, “The decision regulates entry of ships from black-listed countries. This ensures the quality and safety of these ships by obtaining inspection and conformity certificates from classification societies accredited by FTA. We reiterate our trust in all classification societies operating in the UAE, especially Tasneef, as it issues marine classification certificates that meet the highest international standards. We want Tasneef to be the national house of expertise in disseminating best practices to protect our marine environment and transfer international maritime know-how to Emirati cadres."

Tasneef supports FTA’s decision

Eng. Saeed AlMaskari, CEO of Tasneef, said, “We strongly support FTA’s decision to prohibit entry of vessels that are not guaranteed to be in compliance with international standards in terms of safety regulations. Entry of such vessels may threaten the marine environment or cause marine accidents due to their poor conditions. They can also cause damage to ports and facilities, hindering maritime traffic. In an international maritime hub such as the UAE, there is no compromise in implementing the highest quality and safety standards.”

Eng. Waleed Altamimi, General Manager of Tasneef Maritime, Tasneef’s maritime arm for issuing ship classification and statutory certificates, said: "At Tasneef Maritime Services, we have a professional team specialised in ship inspection. It includes Emiratis who are highly trained to issue certificates according to class and flag requirement. In the inspection process, we adopt state-of-the-art technologies that make use of Artificial Intelligence. Recently, we signed an agreement with Abyss Solutions, which specialises in developing remotely-controlled equipment enhanced with sophisticated data-analysis algorithms for underwater examinations and inspections of ships and marine installations."

Since its establishment in 2012, Tasneef has been accredited by FTA to issue marine certificates. It is also recognised by the UAE Insurance Authority, which accepts its certificates to issue marine insurance certificates for vessels and installations. In 2016, Arab transport ministers approved Tasneef as the first Arab classification society and one of the accredited classification authorities. Recently, Tasneef signed an agreement for classification of dual-class ships with China Classification Society (CCS). This is recognition of Tasneef’s efficient services and a testament that its inspectors and technical team are qualified to provide inspection and technical consultancy services to Chinese vessels and oil platforms in areas where CCS is not recognized.
