Between 2023 and 2026, the programme created more than 2,100 employment opportunities for Emiratis, reflecting the effectiveness of coordinated national efforts and supporting Emiratisation objectives within Dubai’s broader economic development agenda.

This performance reflects the sustained expansion of Dubai’s real estate market, supported by growing real estate activity and its increasing contribution to GDP. It also aligns with the objectives of the Dubai Economic Agenda D33 and the Dubai Real Estate Sector Strategy 2033, both of which place national human capital at the centre of sustainable growth and long-term competitiveness.

The programme’s results were achieved through close collaboration between the Emirati Human Resources Development Council in Dubai, Dubai Land Department, the Ministry of Human Resources and Emiratisation, and the Nafis programme. This integrated approach brings together regulatory frameworks, federal incentives, financial support and private-sector partnerships to advance Emiratisation across the real estate sector.

The programme’s first initiatives were launched in 2023 to attract and prepare Emiratis for employment within real estate companies through integrated pathways encompassing career awareness, job matching, practical training, and sustained support for professional development.

Over the past three and a half years, the initiative has delivered a notable increase in the number of Emiratis employed by real estate companies compared with the baseline recorded at its launch. It has also strengthened retention by supporting clearer career pathways and professional growth opportunities within participating companies.

At the same time, the initiative has expanded partnerships with real estate companies committed to Emiratisation, contributing to a more attractive, supportive and sustainable working environment for national talent.

Dubai Land Department affirmed that the results demonstrate the effectiveness of the partnership model bringing together local and federal entities with the private sector. It added that the next phase will focus on enhancing the quality of employment opportunities, expanding specialised roles across the real estate sector, and strengthening long-term career sustainability for Emiratis working within the industry.

The results also show that the creation of more than 2,100 jobs represents far more than a headline figure.
