SLC organises workshop on administrative penalties in light of Law No. (6) of 2026 Concerning Administrative Violations, Penalties, and measures in Dubai

16 July 2026: The General Secretariat of the Supreme Legislation Committee in the Emirate of Dubai (SLC) organised an awareness workshop titled ‘Administrative Penalties in Light of Law No. (6) of 2026 Concerning Administrative Violations, Penalties, and Measures in the Emirate of Dubai,’ as part of its ongoing efforts to promote legal culture and enhance legislative awareness among specialists across government entities.

The workshop reflects the SLC’s commitment to strengthening understanding of Dubai’s evolving legislative framework, unifying legal concepts, improving the quality of legislation implementation, and fostering a culture of legislative compliance that supports effective governance and sustainable development.

Delivered by Eyad Tanash, Legal Advisor at the SLC General Secretariat, the workshop brought together legal professionals and specialists from government entities in Dubai. Participants were introduced to the legal framework governing administrative violations, penalties, and measures, as well as the key developments introduced by Law No. (6) of 2026 Concerning Administrative Violations, Penalties, and Measures in the Emirate of Dubai. The workshop explored the philosophy of the Law, which is based on achieving compliance with legislation, managing risks, addressing the causes of administrative violations, and establishing the legal and procedural safeguards governing the exercise of government entities’ powers.

H.E. Dr. Ahmad Saeed bin Meshar, SLC Secretary General, said, “This workshop reflects the General Secretariat’s commitment to enhancing awareness of Dubai’s legislative ecosystem and familiarising government entities with the latest legislation, its objectives, and provisions. By promoting a deeper understanding of legal texts, unifying legal concepts, and strengthening a culture of legislative compliance, we aim to support sound administrative practices that contribute to the Emirate’s sustainable development goals.”

H.E. added, “Law No. (6) of 2026 Concerning Administrative Violations, Penalties, and Measures in the Emirate of Dubai marks a significant addition to the Emirate’s legislative ecosystem. It establishes an integrated legal framework that regulates administrative violations, penalties, and measures, and achieves a balance between the administration’s effectiveness in exercising its powers and ensuring respect for rights and procedural safeguards. This enhances confidence in administrative justice and improves the quality of administrative decisions issued by government entities.”

Eyad Tanash highlighted that Law No. (6) of 2026 Concerning Administrative Violations, Penalties, and Measures in the Emirate of Dubai represents a qualitative shift in regulating the relationship between the administration and those subject to the legislative provisions by introducing a unified legal framework governing the exercise of administrative powers. This framework clearly defines the limits of discretionary authority while reinforcing the principles of legality and procedural fairness, ultimately supporting greater consistency in administrative practices, improving decision-making, and strengthening legal certainty.

He said, “The workshop goes beyond reviewing legal texts to explain the philosophy of the legislation, outline the foundations on which it is based, and clarify the legal principles and procedural safeguards governing its implementation. It also connected these principles with the practical scenarios encountered by government entities in exercising their regulatory responsibilities, helping to establish a unified legal understanding, strengthen legislative compliance, and achieve an effective balance between administrative efficiency and the protection of rights and freedoms.”

During the workshop, the participants explored the philosophy of Law No. (6) of 2026 Concerning Administrative Violations, Penalties, and Measures in the Emirate of Dubai; the conceptual framework of administrative violations, penalties, and measures; the distinction between administrative penalties, administrative measures, criminal penalties, and civil liability; the legal principles governing this system; and the procedural safeguards governing the issuance of administrative decisions. It also examined key practical applications and legal challenges that government entities may face when implementing legislation, as well as ways to enhance legislative compliance and achieve a balance between administrative effectiveness and the protection of rights and legal positions, in line with legal best practices.

The workshop concluded by emphasising that the effectiveness of administrative violations system should not be measured by the number of violations detected or the scale of penalties imposed, but by its ability to enhance compliance with legislation, protect the public interest, manage risks, and reinforce the principles of legality, proportionality, and procedural fairness. This helps elevate the quality of government performance and enhance confidence in administrative decisions.

The workshop forms part of the SLC General Secretariat’s awareness and training programme aimed at enhancing the legal knowledge of personnel across government entities, improving the implementation of legislation, and fostering a culture of legislative compliance. These efforts support the quality of government performance and keep pace with Dubai’s directives towards building an advanced, flexible, and sustainable legislative ecosystem.
