UAE, July 17, 2018 - The General Secretariat of the Supreme Legislation Committee in the Emirate of Dubai (SLC) has recently launched the ‘Your Happiness is our Goal’ motivational programme (Happiness Programme), an important addition to the efforts aimed at creating an attractive and competitive work environment that is conducive to innovation, positivity and excellence, in line with the national drive towards capitalising on the human capital as key to Dubai’s sustainable development through innovation and creativity. The programme is a leap forward towards achieving employees’ happiness which is one of the core values of the SLC, and promotes the SLC General Secretariat’s mission to develop cutting-edge legislation which supports the Dubai development process.
The Happiness Programme, which reflects the SLC General Secretariat’s commitment to creating an exceptional work environment, has been strategically designed to achieve multiple objectives, namely, motivating employees to improve their performance and encouraging organizational units, committees, and teams to adhere to the organisational excellence best practices adopted in Dubai and the UAE. The Happiness Programme opens new horizons for attracting and retaining qualified human resources, and for promoting organisational loyalty, and encourages continued professional and academic development in fields that are relevant to the SLC General Secretariat’s work requirements.
The Happiness Programme also establishes a strong foundation for instilling a culture of creativity and innovation among the employees by honoring distinguished employees for their contribution to the development of organisational performance, as well as recognising the efforts of distinguished members of the support staff, in appreciation of their role in achieving the SLC General Secretariat’s operational objectives and encouraging them to improve their performance.
Last but not least, the Happiness Programme also highlights the SLC’s commitment to corporate social responsibility (CSR) by motivating employees to take initiatives, and actively engage in community charitable and humanitarian activities at the national level.
His Excellency Ahmed Bin Meshar Al Muhairi, SLC Secretary General, said that the General Secretariat attributes foremost importance to creating a favourable work environment that is conducive to creativity and innovation, based on a strong belief that human resources are its real wealth and the cornerstone of achieving the SLC’s ambitious vision of developing cutting-edge and forward-looking legislation. “We are committed to achieving employees’ happiness, welfare, and satisfaction by all means necessary, in line with the well-grounded directives of His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai (May Allah keep him safe) who said: "Always view your team positively, give them positive energy, boost their morale, and work to achieve their happiness, so they can, in turn, bring about happiness in their communities”.
“The launch of the motivational programme ‘Your Happiness is our Goal’ demonstrates our strong belief in the importance of achieving employees’ happiness and investing in the human capital with a view to unleashing promising potentials and creative capabilities, which will enhance our role in supporting national endeavours and the objectives of the Dubai Plan 2021, including to build productive, creative, and proactive individuals who are capable of driving the UAE sustainable development.”, H.E. Al Muhairi reaffirmed, adding: “We are confident and optimistic that the Happiness Programme, which includes various recognition sub-programmes aimed at attracting and retaining talented human resources being key to enabling the SLC to provide viable and balanced government legislation.”
Miss Moza Naghmash Al Mansouri, Head of Human Resources Section at the SLC General Secretariat, noted that the Happiness Programme speaks for the Human Resources Section’s commitment to the SLC General Secretariat's core values which prioritize employees’ happiness, professional growth, positivity, excellence and transparency. Al Mansouri further pointed out that the Happiness Programme is a step forward towards the SLC’s drive towards excellence by training and developing qualified human resources to empower them to play a positive and influential role in achieving excellence within the legal and legislative system in implementation of the Dubai ambitious sustainable development plans.”
Al Mansouri added: “The Happiness Program is part of our plans to attract, develop the skills of, and retain efficient, capable and creative human resources within a secure and conducive work environment. The Happiness Programme is unique and comprehensive, and is aimed at achieving key objectives such as recognising distinguished performance, inspiring creativity, innovation, happiness and positivity, and encouraging employees to obtain higher academic qualifications through continuing education in legal and administrative disciplines to be able to perform various roles within the SLC General Secretariat. The Happiness Programme offers several incentives and privileges that meet the expectations of our staff.”
Moreover, the Employee Happiness Index has been launched under the Happiness Programme to gather employees’ feedback and measure their happiness levels daily. The ‘Happiness Coupons’ is another means of recognition under the Happiness Programme; heads of SLC General Secretariat organisational units will award Happiness Coupons to diligent employees. The Happiness Programme is made up of seven sub-programmes: academic achievement recognition, honoring retired employees, honoring longest- serving employees, rewarding distinguished members of committees and work teams, moral motivation, appreciation reward, and happiness newborns reward.
