DCD introduces Private and Mobile Notary Public at GITEX Technology Week

Dubai, October 20, 2015: The Dubai Courts Department (DCD) launches the Mobile Notary Public and the Private Notary Public new services, which aim to provide electronic notary attestation services.
Visitors to the DCD’s stand no. S2-S3/A21, Sheikh Saeed Hall 3, at the GITEX Technology Week 2015, which runs from 18-22 October in Dubai World Trade Centre, are introduced to these new smart services and briefed on their main features.
Abdulrahim Ahmad Almudhareb, IT Director at Dubai Courts, said: “the electronic notary public allows customers to complete various transactions through DCD’s portal without the need for attending any of the notary public branches in Dubai.”
“Nine lawyer firms have been authorized to offer electronic notary services. In the first quarter of this year, 330 transactions have been accomplished and supervised by 11 commissioned persons.” He added.
The Mobile Notary Public, unveiled for the first time in GITEX Technology Week 2015, consists of group of electronic devices, including a laptop, an Emirates ID Reader, a scanner, an electronic signature pad, and a printer. All these gadgets come in one bag that the Private Notary Public can take to the customer’s location, anywhere, to provide attestation services.
Almudhareb noted that “the implementation of the “electronic acceptance” has reduced steps of the attestation process from five to two steps. The first step includes registration of service requests, attachment of documents, and payment of fees electronically. After receiving the notification of acceptance of the transaction, the attesters enter data and prepare the attestation sticker with the electronic signature of the notary public. This has a significant impact in reducing congestion in all branches of the notary public, as shown by the wait index at the notary offices.”
“The smart systems, implemented by the Notary Public at the DCD, have contributed to improving customers’ satisfaction, as they help to provide easy access and speed procedures.”
The Notary Public at the DCD has executed 142,115 transactions in the first half of 2015, compared with 134,188 transactions in the same period last year, an increase by 6%. It has provided services to 318,846 beneficiaries, 213,043 of them have attended the notary public offices in person during the first half of the year 2015, an increase of about 10% compared to the same period in 2014.
The Notary Public at DCD offers a variety of services, most notably, the attestation of Power of Attorneys, private and public, all types of contracts, declarations, judicial notices, non-Muslims’ wills and marriage contracts, …etc.
It is worth mentioning that the DCD’s is taking part in GITEX Technology Week 2015 within Dubai Smart Government pavilion under the theme of "Future Courts, Innovational Services for a Happy Community". The DCD is taking the chance of participating in the event to unveil new smart and electronic services in GITEX Technology Week. Ten smart platforms will be added to the services offered via DCD’s portal, which aim to facilitate access to customer services and increase Happiness Index for clients and staff by simplifying the services and speeding up litigation.
