The Role Job Purpose- • Strategic focus: Prioritizing PPD initiatives and projects with fixed timelines and budget that can be offloaded from core personnel onto contractors to enable core personnel to focus on strategic and operational objectives. • Service improvement: Timely and efficient delivery of specific PPD initiatives and projects with single point accountability. • Cost optimization through in-house and on-the-job knowledge and skills transfer from the implemented initiatives and projects without depending on external vendors. • Effective vendor and internal functional coordination based on expertise and focused collaboration with relevant stakeholders. Key Responsibilities- • Review existing HCA resources and systems within existing structure and recommend areas of improvement to meet industry standards and best practices. • Review existing HCA processes and procedures with benchmarks from other ADNOC Opcos with similar operations and industry standards. • Carry out Gap Analysis on HCA processes and procedures and present reports with specific areas of improvement to meet best practices in line with #1 and #2 above. • Survey Shah Gas Plant and Shah Sulfur Plant metering and instrumentation systems and devices related to production and product export measurements, alongside Plant Operations & Maintenance team. • Perform Gap Analysis from #4 above and issue report with specific areas of improvement to meet regulatory and industry requirements and standards. • Validate and reconcile production, consumption, and transfer data from metering systems, tank gauging, and flow computers. • Ensure compliance with API, ISO, and company standards for measurement accuracy. • Investigate and resolve discrepancies between physical and system quantities. • Perform daily/monthly allocation of hydrocarbons to wells, fields, and stakeholders based on contractual agreements and allocation models. • Maintain and update allocation methodologies in line with best practices and regulatory requirements. • Support production planning and forecasting by providing accurate historical data. • Prepare monthly hydrocarbon statements for internal stakeholders and joint venture partners. • Perform variance analysis and supports decision-making related to Hydrocarbon Accounting and production performance. • Ensure compliance with fiscal metering and reporting obligations to government authorities. • Support audits (internal, JV, regulatory) by providing transparent and traceable data. • Administer Hydrocarbon Accounting (HCA) systems such as PHD, HEMS, Aspen AORA, TruPlant IP21. • Validate system interfaces with SCADA, DCS, and Laboratory Information Management System (LIMS) for seamless data flow. • Drive automation and digitalization initiatives for hydrocarbon accounting processes. • Provide daily technical and systems support to validate implementation of the recommendations from the above work items during the contractual period. • Develop HCA competency framework and training program/plan for ASG PPD team. • Carry out initial HCA training program for PPD personnel on relevant technical and functional business processes, procedures, and systems developed in line with items #1–#5 above. • Review historical audit reports by internal and external auditors related to HCA business processes and procedures and provide recommendations for timely close-out of outstanding action items from findings. • Provide technical support in preparing documentation to close out outstanding audit findings. • Support with technical input to implementation of existing and new ASG production planning and hydrocarbon accounting systems and other ASG PPD-related projects. • Participate in management reviews of the periodic progress reports of the contractor services against performance contract. • Lead in the implement of AI agents for HCA models and databases. • Support in PPD projects governance & project management and budgeting alignment • Driving functionality enhancement initiatives of plant systems, enterprise application. • Internal coordination in rollout of PPD initiatives and programs. • Participates in the review of third-party software, ensure smooth implementation and deployment. • Participate in the documentation including technical documentation, modifications PPD databases and file repository to be AI- compliant. • Interpret Production Sharing Agreements (PSA), Offtake Agreements, and Sales Contracts for allocation and entitlement calculations. • Provide input for invoicing and revenue recognition based on accurate hydrocarbon data. • Develop and maintain Standard Operating Procedures (SOPs) for hydrocarbon accounting. • Conduct training and mentoring for junior accountants and operations staff. • Implement best practices for loss management, shrinkage analysis, and reconciliation. • Assist users in the interpretation of the application operational activities, including answering queries and training user personnel on the use of the system.
Requirements Experience- More than 15 years of relevant experience. Technical Competencies- • PIn-depth knowledge of metering principles, custody transfer standards, and hydrocarbon measurement. • Proficiency in mass balance, allocation models, fiscal regimes, and contractual frameworks. • Hands-on experience with HCA software (e.g., Energy Components, SAP IS-Oil). • Strong analytical skills for discrepancy resolution and trend analysis. • Understanding of regulatory compliance and audit requirements. Working Schedule • ADNOC normal working hours with weekends and holidays. • The project duration is 3 years, with an optional extension of an additional 2 years.
