The Role 1. Strategic HSE Oversight: Provide expert guidance to the CHEC Middle East Division regarding regulatory compliance, risk management, and HSE culture across all Middle East projects. 2. Client & Regulatory Liaison: Act as the primary interface with regulatory authorities, including the Public Investment Fund (PIF) and the National Council for Occupational Safety and Health (NCOSH), ensuring all audit requirements and compliance standards are met. 3. Policy Development: Lead the development and implementation of HSE policies, procedures, and campaigns aligned with Saudi Vision 2030 and international best practices. 4. Incident Management: Conduct thorough investigations of major incidents, identifying root causes and implementing robust preventative strategies. 5. Project Support: Travel to various project sites throughout the Middle East to conduct inspections, safety walks, and management reviews to ensure consistency in HSE implementation. 6. Stakeholder Management: Collaborate with clients, contractors, and senior management to address complex HSE challenges and drive continuous improvement.
Requirements A. Educational Background • Master or bachelor degree in Engineering, Science, Occupational Safety & Health, or Public Relations field. • (Regular Degree required. Online not preferred) B. Professional Certifications • Certified Safety Professionals. • Project Management Professional. • NEBOSH International Diploma in Occupational Health and Safety. • OSHA (Occupational Safety and Health Administration) Outreach Trainer certification (General Industry or Construction). • Accredited Safety/Environment Engineer OR Specialist from Saudi Council of Engineer. C. Experience (Essential) • Minimum 20+ years of proven HSE experience in the Construction, Marine, or Infrastructure sector. • Age Requirement: Minimum 50 years of age (as requested). • Government/Public Sector Experience: Crucial – Direct work experience with the Public Investment Fund (PIF) or the National Council for Occupational Safety and Health (NCOSH) in Saudi Arabia. Hold a senior position in the military or police system. With good public relations in Riyadh, Jizan, Dammam, and so on. • Regional Experience: Extensive experience managing HSE requirements across the Middle East, specifically in KSA, UAE, and/or Qatar. D. Specific Knowledge • In-depth knowledge of Saudi Arabian HSE laws, regulations, and industry standards. • E. Language • Fluent English (Written and Spoken). • Arabic language skills are highly advantageous for effective communication with regulatory bodies.
