The Role Responsibilities include but are not limited to: • Review tender documents, assess project requirements, and prepare technical queries for clarification. • Participate in pre-bid meetings, site surveys, and client discussions to gather essential project data. • Design industrial Instrumentation and Automation (I&A) systems for water treatment applications, including Reverse Osmosis (RO) plants, Sewage Treatment Plants (STP), and Pumping Stations, covering Facility Automation Systems such as CCTV, security systems, telecommunications, and related infrastructure. • Prepare Electrical and Instrumentation (E&I) deliverables, including Single Line Diagrams (SLDs), communication and control cable schedules, I/O lists, system architecture, Bills of Materials (BOMs), Functional Design Specifications (FDS), bidding block diagrams, cost optimization calculations, control philosophies, general and wiring diagrams, and supply sizing calculations, ensuring compliance, efficiency, and cost-effectiveness. • Design and specify industrial instrumentation and automation systems, including AC & DC UPS systems, Programmable Logic Controllers (PLCs), Distributed Control Systems (DCS), cybersecurity solutions (SLC2), Condition Monitoring Systems (CMS), and Computerized Maintenance Management Systems (CMMS), ensuring compliance with communication protocols such as TCP/IP, Modbus, IEC 61850, and other applicable standards. • Develop and integrate Building Management Systems (BMS), including CCTV, access control, automation, smart security systems, and IT/telecommunication infrastructure such as telephone systems, intercom (BAPX), and paging systems. • Ensure compliance with international standards (IEC, IEEE, NFPA, ISA) and regional regulations (DEWA, ADDC, SEC, HCIS, SIRA, etc.), while adhering to safety requirements and best practices for water treatment and industrial automation projects. • Review and evaluate vendor drawings, specifications, and proposals for instrumentation and control equipment, including switchgear, MCCs, UPS systems, control panels, and field instruments, providing technical recommendations to procurement and project teams. • Attend technical meetings with clients, consultants, vendors, and third-party contractors. • Collaborate with process, mechanical, and project engineers to ensure seamless integration of electrical, instrumentation, and automation systems into overall plant design. • Prepare civil outline drawings for substations, electrical rooms, and equipment layouts, ensuring compatibility with structural and mechanical designs.
Requirements • Bachelors degree in Electrical, Instrumentation, or Control Engineering. • Minimum 8 years of relevant engineering experience. • Proven expertise in Instrumentation and Automation systems for water treatment applications, including RO plants, STPs, and Pumping Stations. • Strong knowledge of international standards (IEC, IEEE, NFPA, ISA) and regional regulations (DEWA, ADDC, SEC, HCIS, SIRA, etc.). • Proficiency in electrical design tools and PLC/DCS/SCADA programming languages, including Ladder Logic, Function Block Diagram (FBD), and Structured Text (STL) in accordance with IEC 61131-3. • In-depth understanding of power distribution systems, including LV & MV switchgear, MCCs, AC & DC UPS, VFDs, soft starters, diesel generators, and load calculations for Instrumentation & Control (I&C) systems. • Experience with cable sizing, voltage drop calculations, relay coordination, short-circuit analysis, communication networks, and cybersecurity architecture based on IEC 62443, including risk assessment and secure system configuration. • Strong project management skills, including cost estimation, vendor evaluation, and stakeholder coordination. • Solid knowledge of instrumentation and control systems, including sensors, analyzers, PLC/DCS integration, SCADA, and telemetry systems. • Ability to prepare and evaluate technical proposals, RFPs, BOQs, specifications, and tender documentation for electrical and instrumentation systems. • Demonstrated project management capabilities, including vendor coordination, procurement support, and stakeholder communication. • Hands-on experience with bid evaluations, vendor assessments, and procurement support to ensure optimal selection of electrical and instrumentation equipment. • Excellent technical writing and documentation skills, including preparation of engineering reports, compliance statements, and design justifications. • Proficiency in AutoCAD and Microsoft Office applications (Word, Excel, and PowerPoint). • Fluent in English, both written and spoken.
