Supreme Legislation Committee reveals Integrated Legislative System's updated strategic plan to support Dubai's sustainable development efforts

UAE, July 22, 2017- The Supreme Legislation Committee (SLC) has revealed the released an updated version of its strategic plan of the year 2019, which incorporates all the key guidelines and standards aimed at addressing and meeting all the goals and objectives of Dubai, its government agencies and stakeholders concerned with the development and implementation of legislation in the emirate. The new set of standards and guidelines include international benchmarks, reports, surveys, workshops for SLC members, and outcomes from official overseas travels to the USA, Singapore and Australia.
The updated strategic plan is composed of five key objectives--passing sustainable and balanced government-focused legislation; supporting the efficient implementation of this legislation; Optimal legislative application promotion of a legislative culture and the creation of a distinguished and ideal corporate culture.
His Excellency Ahmad Bin Meshar Al Muhairi, Secretary General, SLC, said, “This new strategic plan reflects our new vision of passing legislation that aims at keeping us at pace with time--especially with the future. The plan falls in line with the vision of His Highness Sheikh Mohammed bin Rashid Al Maktoum, UAE Vice President and Prime Minister and Ruler of Dubai (may Allah protect him), covering the upcoming period that is marked with a great deal of challenges and opportunities, which requires the exertion of more effort, perseverance and diligence to meet our goals of integration with other public entities and be part of our move to achieve a legal system that meets all challenges and requirements.”
Al Muhairi stated that the plan is a culmination of a series of discussions and dialogues involving representatives of various government entities that took part in a recently held workshop organized by the SLC. He further revealed that the General Secretariat, along with other public agencies, should work together to help reinforce and promote joint cooperation and implement best practices aimed at achieving the highest possible satisfaction for all stakeholders--which in turn also promotes governmental integration in such a manner that would best serve the efforts aimed at developing an integrated legislative system that can support the sustainable development plans of Dubai.
For his part, Omar Khalifa Al Suwaidi, Director of Strategic Planning and Institutional Excellence Office, SLC said: “The updated plan was developed to keep abreast with the challenges of the upcoming period and to also reflect the strategic outlines of the government of Dubai. The main objective of this plan is to support Dubai’s development process by collaborating with all the concerned authorities in the UAE--via a set of supportive legislation that is aimed at monitoring and controlling development in accordance with best international practices. The Supreme Legislation Committee seeks to pass legislation that considers all the current and future requirements within a competitive and favorable environment and looks towards establishing Dubai as a global hub for investment, trade, and tourism. Our goal is to also implement legislative applications and solutions that guarantee our achievement of world-class leadership.”
The plan focuses on the importance of reinforcing the concept of joint work with government entities within the emirates and across the whole country, considering promulgated legislation and monitoring its proper implementation. Moreover, the plan also looks towards strengthening and empowering the legal competencies of these government bodies for establishing a well-founded pool of executive requirements that would help bring out the desired results from the implemented legislation; as well as promoting a fully efficient and world class legal culture in today’s society.
