The Role
JOB PURPOSE The Senior Procurement Lead – Civil will take ownership of the procurement function for a luxury hotel project, combining strong civil engineering knowledge with advanced sourcing, negotiation, and cost-control expertise. The role involves leading tendering activities, managing supplier and subcontractor relationships across the UAE market, and ensuring civil materials, finishes, and works are procured on time, within budget, and to the technical and quality standards expected of a luxury hospitality development. KEY RESPONSIBILITIES • Lead end-to-end procurement of civil materials, finishes, and subcontract works for the luxury hotel project, from planning through to close-out. • Develop and manage procurement plans and schedules aligned with the overall project programme and milestones. • Prepare, issue, and lead tendering activities including RFQs and tender packages, ensuring technical and commercial completeness. • Evaluate supplier and subcontractor bids, leading negotiations on pricing, lead times, and contract terms to secure optimal value. • Leverage in-depth knowledge of the UAE supplier and subcontractor market — particularly in the Eastern Region — to identify and qualify the right partners. • Apply sound knowledge of civil materials, finishes, and technical specifications to ensure procured items meet project and luxury-hospitality quality standards. • Drive cost-control initiatives across the procurement cycle, tracking budgets and identifying savings opportunities. • Raise, review, and approve purchase orders, and resolve technical or commercial discrepancies with suppliers and subcontractors. • Liaise closely with design, engineering, and site teams to clarify technical requirements and resolve procurement-related queries. • Maintain and continually develop a database of approved suppliers and subcontractors, material certifications, and technical datasheets. • Mentor and provide guidance to junior procurement staff, and support wider team development. • Ensure all procurement activities are fully documented and compliant with company procedures and UAE regulatory requirements.

Requirements
QUALIFICATIONS & EXPERIENCE • Bachelor’s degree in Civil Engineering or a related field. • Minimum 10–12 years of civil procurement experience. • Proven procurement experience in luxury hotel projects. • Strong procurement experience with in-depth knowledge of the UAE supplier and subcontractor market, particularly in the Eastern Region of the UAE. • Immediate availability is an advantage. SKILLS & COMPETENCIES • Strong tendering, negotiation, and cost-control skills. • Sound knowledge of civil materials, finishes, technical specifications, and procurement schedules. • Proficiency in ERP/procurement systems (e.g., SAP, Oracle) and MS Excel. • Strong leadership skills with the ability to manage procurement activities across multiple workstreams. • Effective communication and coordination skills across engineering, procurement, and site functions. • High attention to detail and strong analytical and organizational skills.
