The Role KEY RESPONSIBILITIES, ACCOUNTABILITIES AND ACTIVITIES General Financial Control & Governance • Establish and maintain a robust financial control framework in line with CBB requirements and international best practices. • Ensure integrity, accuracy, and completeness of financial records and reporting. • Develop and enforce internal controls, policies, and procedures across all finance functions. • Lead monthly, quarterly, and annual financial closing processes. Regulatory Reporting (CBB Focus) • Prepare, review, and submit all CBB returns required, including but not limited to: • Prudential returns • Financial statements and disclosures • Capital adequacy reporting • Large exposures / related party reporting • Ensure timely and accurate submission of all CBB reports. • Act as the primary finance liaison with the CBB. • Monitor and implement new CBB requirements, circulars, and updates. • Maintain full audit trail and documentation for CBB submissions. • Apply expert knowledge of CBB Rulebook Volume 5 to ensure full regulatory compliance. Financial Reporting • Prepare IFRS-compliant financial statements (monthly, quarterly, annual). • Present financial results to CEO, Board, and Audit Committee with clear insights. • Oversee general ledger, reconciliations, and chart of accounts integrity. Budgeting, Forecasting & Performance Monitoring • Lead the annual budgeting process and periodic forecasts. • Monitor financial performance vs. budget and provide variance analysis. • Support strategic initiatives with financial modeling and analysis. • Liquidity & Capital Management • Monitor and manage liquidity position in line with CBB expectations. • Ensure adequate capital levels and funding structure. Audit & Compliance • Coordinate with external auditors, internal auditors, and CBB. • Ensure timely closure of audit findings and regulatory observations. Systems, Controls & Process Enhancement • Implement and maintain finance systems and reporting tools. • Drive automation and efficiency in financial reporting processes. • Ensure proper data governance and reporting accuracy.
Requirements To lead and oversee all financial control, reporting, and regulatory compliance functions of the Company, ensuring full adherence to CBB requirements, robust financial governance, and accurate, timely reporting to internal and external stakeholders. The ideal candidate must possess a solid background in CBB reporting, with direct exposure to and experience aligned with the CBB Rulebook Volume 5. Hands-on experience preparing and submitting prudential returns, capital adequacy reports, and large exposures is essential. BACKGROUND, QUALIFICATIONS & EXPERIENCE Qualifications • Bachelors degree in Accounting, Finance, or related field • Professional qualification (CPA, ACCA, CA, or equivalent) – required • Minimum 8–12 years of experience, preferably within financing companies, banking / financial institutions, or CBB-regulated entities • Direct exposure to CBB Rulebook Volume 5 and hands-on experience with CBB reporting frameworks • Strong knowledge of CBB Volume 5 Rulebook, IFRS, and CBB reporting frameworks • Strong regulatory and compliance mindset. • High level of accuracy and attention to detail. • Ability to operate at Board and regulator level. • Excellent analytical and financial modeling skills. • Strong communication and stakeholder management. • Proficiency in financial systems and ERP (e.g., Oracle, SAP, or core banking systems). • Leadership and team management abilities. • Problem-solving and decision-making under pressure. • Fluency in English (Arabic is an advantage for local stakeholder communication).
