My client a leading Architectural practice in Dubai has an urgent requirement for a Senior Planning Engineer to play a critical role in managing project planning, scheduling, and delay analysis across complex, multidisciplinary developments. Acting as a key interface between the Employer, Contractor, and Consultant teams, the role ensures robust programme management, contractual compliance, and accurate assessment of project progress and delays. The position requires a highly analytical professional with strong expertise in Extension of Time (EOT) and claims management, capable of independently assessing project delays and advising on entitlement in line with contractual obligations. Key Responsibilities Planning & Scheduling * Develop, review, and maintain detailed project programmes using Primavera P6 * Monitor project progress against baseline schedules and identify risks, delays, and mitigation strategies * Review and validate contractor programmes, ensuring alignment with project requirements and contractual obligations Delay Analysis & Claims Management * Lead and perform end-to-end Extension of Time (EOT) assessments * Prepare and evaluate event registers, ensuring accurate documentation of delay events * Assess the validity of delay events in accordance with contract conditions * Identify and differentiate between client delays, contractor delays, and concurrent delays * Determine entitlement to time extensions and prolongation costs * Conduct detailed delay analysis using Window Analysis methodology * Perform independent delay assessments without reliance on contractor submissions Reporting & Documentation * Review weekly and monthly progress reports submitted by contractors * Prepare detailed progress, delay, and planning reports on behalf of the Employer * Provide clear, concise, and accurate planning insights to support project decision-making * Maintain accurate records of programme updates, delays, and mitigation actions Contractual & Stakeholder Management * Draft and respond to planning-related correspondence in a clear contractual context * Advise project teams on planning, scheduling, and delay-related matters * Liaise with clients, contractors, and internal teams to ensure alignment on programme performance * Support dispute avoidance and resolution through robust planning analysis and documentation Key Attributes * Commercially aware with strong contractual understanding * Proactive and solution-oriented mindset * Ability to work independently and as part of a multidisciplinary team * Strong organisational and time management skills * Professional integrity and ability to handle sensitive project information

Requirements
Qualifications * Bachelors degree in Construction Management, Civil Engineering, Architecture, or related discipline * Project Management Professional (PMP) certification (preferred) * PMI Scheduling Professional (PMI-SP) certification (preferred) Experience * Minimum 10+ years professional experience in planning and scheduling * Proven consultancy background working on complex, large-scale projects * Strong experience in claims, EOT, and delay analysis within the Middle East (preferred) Core Competencies * Advanced expertise in Primavera P6 * Strong knowledge of contractual frameworks and delay analysis methodologies * Demonstrated ability to independently assess project delays and entitlement * Excellent analytical, problem-solving, and critical thinking skills * Strong report writing and technical documentation capabilities * Effective communication skills with the ability to engage multiple stakeholders * High level of attention to detail and accuracy * Ability to manage multiple projects and deadlines in a fast-paced environment
