PowerChina HDEC is seeking a detail-oriented and experienced Commissioning Engineer to join our Dubai office, supporting large-scale EPC water desalination projects. The successful candidate will be responsible for planning, coordinating, and executing commissioning activities to ensure systems and equipment are installed, tested, and operated safely and efficiently in accordance with project specifications. Relocation to Dubai, residency visa and medical insurance will be provided to successful candidates. The main responsibilities include: • Lead commissioning strategy, planning, and scheduling — defining system boundaries and managing turnover from Mechanical Completion to Commissioning within budget and on schedule. • Drive commissioning readiness through design reviews (P&IDs, PFDs, control philosophies), cross-functional coordination with Engineering, OEMs, and Clients, and active risk and progress tracking • Work out commissioning scheme based on design, support commissioning cost measure and calculation. • Execute system walk-downs, FAT/SAT certifications, and end-to-end dry and wet commissioning of water, wastewater, and RO systems — verifying all utilities and prerequisites prior to startup. • Coordination with related disciplines and planning. • Optimize process and control parameters via DCS/SCADA testing to meet product quality, SEC, and efficiency targets — resolving bottlenecks and validating performance through reliability tests. • Prepare and approve commissioning documents and SOPs for SWRO and high-pressure systems, ensuring accurate data, sound control logic, and complete emergency protocols for handover. • Enforce HSE, PTW, and LOTO compliance; lead HAZOP/HAZID reviews and coordinate with QA/QC to meet environmental permit requirements and close all non-conformities. • Lead the commissioning team and manage client interfaces, plant handover, punch-list closure, spares, and technical training through to the end of the defect-liability phase.

Requirements
Required qualifications: • Overall Experience - Minimum of 10 years of relevant commissioning experience. • Computer skills: experience with AutoCAD, 3D tools, and MS Office applications (or equivalent) such as Word, Excel, and PowerPoint. • Proven track record of successfully commissioning medium to large-scale SWRO projects in EPC, PPP, or DBO environments, including full lifecycle planning, resource allocation, OEM and client coordination, and on-time project handover. • Expert in pre-commissioning and commissioning activities: flushing, cleaning, leak tests, loop checks, dry/wet run tests, interlock checks, power consumption estimation and optimization, and chemical consumption analysis. • High-level competence with PLC/DCS/SCADA systems during commissioning, including logic verification and tuning of control loops. • Ability to read and review PFDs, P&IDs, equipment datasheets, control philosophies, and cause-and-effect diagrams to support design validation and commissioning readiness. • Demonstrated expertise in end-to-end project leadership and technical mastery as a subject matter expert across the full engineering and execution lifecycle. • Proven experience leading multidisciplinary commissioning teams, enforcing HSE/LOTO protocols, preparing SOPs/ITPs/Performance Test Reports, and managing stakeholder interfaces to ensure compliance with international quality and environmental standards. • Proven ability to communicate complex technical issues to clients, contractors, and non-technical stakeholders, demonstrating collaboration, problem-solving, and decisiveness under project pressure
