written by SAMI maritime director; focuses on PCASP standards

Washington, D.C.—The AdvanFort Company has announced that the second in its series of White Papers, this one written by Steven Jones, maritime director for the Security Association for the Maritime Industry (SAMI), has just been released. The White Paper series focuses on laws, regulations, government policies and other subjects of interest to the counter-piracy community.

The new White Paper comes just one month after the first analysis inaugurating the series, written by international maritime lawyer John A.C. Cartner, raised critical questions governing the use of armed guards. Cartner's paper received high marks from the maritime industry, as evidenced by its subsequent re-publication in trade media around the world.

Jones' “Security Association for the Maritime Industry (SAMI) on PCASP Security Standards,” focuses on the use of privately contracted armed security personnel deployed onboard ships in pirate-infested waters. It is available on Piracy Daily (www.piracydaily.com/wp-content/uploads/2013/07/AdvanFortWhitePaperNo2-FINAL.pdf).

In his article, Jones, who spent a decade working as a navigation officer in the merchant navy and was attacked by pirates while serving, notes that the use of PCASP “has given impetus to those who seek to demonstrate to the international community that they and the operatives they supply are of the right quality to legally, safely and effectively guard commercial shipping on the high seas.

“The development of the International Organization for Standardization (ISO)/PAS 28007 will not necessarily eliminate other national accreditation requirements, but it will hopefully reduce the extent to which ship owners, managers and operators continue to conduct their own forms of due diligence,” he added. For private maritime security companies (PMSCs), Jones concluded, ISO 28007 “sets the gold standard.”
