April 28, 2014. Dubai, United Arab Emirates The Environment and Maritime Safety Department at Dubai Maritime City Authority (DMCA) recently issued a circular urging all ship owners and agents to obtain authorization from the Authority in order to anchor in designated areas. The move follows the DMCA's decision in early 2014 to organize anchorage areas in Dubai.

The circular was positively received by ship owners and agents from different countries who reaffirmed their commitment to the decisions, regulations and legislations issued by DMCA. The Authority continues to create a safe and sustainable maritime environment that is able to respond effectively to market changes and emerging regional and international trends.

Abdullah Al Hayas, Senior Manager, Maritime Safety Department, DMCA, explained that the circular is in line with the Authority's commitment to ensure that all types of marine crafts – including those used for commercial, tourism, sports, recreational and traditional marine purposes – comply with the highest standards of safety and environmental practices during the anchorage process. The DMCA will also make sure that all concerned parties abide by local and federal regulations as well as international conventions issued by the International Maritime Organization (IMO).

Al Hayas commended the efforts of ship owners and agents towards working in accordance with the circular and in line with the DMCA's objective of integrating maritime safety and the safe navigation and operational efficiency of marine crafts across the local coastline to promote Dubai's position as a first-class international maritime hub.

All marine crafts anchoring within Dubai's territorial waters without prior authorization will be forewarned and penalized by DMCA in accordance with Clause (65) of the Fines and Violations Table stipulated by Executive Council Decision No. (11) of 2013.

DMCA offers approved authorization to marine crafts upon ensuring the conformity of their technical and operational specifications with Dubai's anchorage regulations.
