The VP Projects is a developer-side leadership role responsible for planning and delivering portfolio-wide CAPEX programs, asset refurbishments, and lifecycle upgrades across existing properties, with a strong focus on MEP systems and operational performance. Description Portfolio & Program Leadership * Lead the end-to-end project lifecycle (feasibility, design management, cost planning, procurement, execution, commissioning, handover). * Build and deliver the annual CAPEX plan for asset upgrades and lifecycle replacements (MEP-heavy: elevators/escalators, chillers, switchgear, UPS, BMS, FA/LP, HVAC, metering, etc.). * Prioritize initiatives by ROI, criticality, regulatory need, tenant impact, and asset value uplift. * Direct refurbishment, LL works, landlord/tenant fit-outs, and energy optimization initiatives to reduce OPEX and improve uptime. * Ensure safe delivery in line with HSE and local authority approvals (Dubai Municipality, Civil Defense, utility providers). Consultant & Vendor Oversight * Select, brief, and manage engineering consultants, FM providers, and specialist contractors. * Review and challenge drawings, specifications, BOQs, method statements, and technical submittals. * Re-engineer project approaches where value, quality, or program are at risk; drive VE (value engineering) while protecting performance. * Ensure rigorous site supervision, quality assurance, and defect closure. Governance, Contract & Commercial Management * Lead tendering, bid evaluation, risk allocation, negotiation, and award in line with policy. * Align with FIDIC and internal procurement frameworks; ensure transparent project controls, change control, and reporting cadences. * Establish and track KPIs (on-time/on-budget, variation management, schedule adherence, earned value, safety, and asset availability). * Produce executive dashboards, business cases, and board papers; own project health metrics. Strategic & Cross-Functional Leadership * Shape the projects & engineering strategy, operating model, and departmental KPIs. * Partner with Asset/Property Management, FM, Leasing, Finance, Legal, and ESG to align projects to portfolio strategy and tenant experience. * Drive sustainability (retrofits, consumption reduction, LEED/BREEAM-aligned upgrades where relevant). Requirements
* Bachelors in Mechanical/Electrical/Building Services Engineering; Masters preferred. * Professional certifications advantageous: PMP/PRINCE2, RICS, IFMA CFM, CEM/CMVP. * 12-18+ years in client/developer-side project leadership. * Strong track record in refurbishment, lifecycle upgrades, and FM-driven projects across commercial, residential, retail, hospitality, or mixed-use assets. * Solid experience with MEP systems, design reviews, and technical assurance. * Proven command of tenders, FIDIC contracts, procurement, and project controls. * GCC experience essential; KSA exposure advantageous.
