Cost Controller is responsible for establishing the project cost baseline, evaluating consultant and contractor invoices, preparing cost projections and cost reports, and monitoring variations. Business • Acquire and maintain expertise in Uniestate’s business, including its structure, departmental roles and responsibilities and operations, applying this knowledge in all decisions. Policies, procedures and ways of working • Implement Uniestate’s internal policies, systems, processes, and procedures. People and talent management • Identify own learning and development needs and ensure that he / she receives the required training, experience and learning to execute their roles effectively. Commercial feasibility • Conduct or contribute to commercial feasibility studies during opportunity appraisal. Project planning • Review proposed development budgets and BOQs. • Review project procurement plans and cost-to-completion forecasts. • Challenge cost assumptions. • Prepare the project baseline. Project control • Receive project spending data from Finance. • Update project budget / cost control log. • Prepare cost control reports and highlight variances. • Follow up cost variances with consultant, contractor and other project parties. • Prepare progress reports and highlight variances. • Follow up progress variances with consultant, contractor and other project parties • Ensure that project milestone achievements are accurately recorded, on a timely basis; control project progress including verifying and checking submittals and reports from consultants. • Update project progress records. • Update progress change logs. • Prepare and submit final project expenses report and payment certificates to Finance. Change control • Record variation orders. • Review variation orders against project budget and project records. • Request contract amendments. • Coordinate updates to scope and cost baselines. Contract management • Review vendor submittals and invoices against contractual terms and conditions. • Review vendor claims and variation order requests for validity; recommend action. • Monitor contract progress and notify Legal and other stakeholders of issues. • Manage contract renewal for long-term contracts (e.g., facilities management). Project closure • Manage close-out checklist implementation to ensure that snagging and issues are rectified. • Close project accounts and records. • Review lessons learned reports and propose changes in project control for future projects. Reporting • Prepare control reports. Risk management • Assist project managers to complete project risk registers. • Review risk registers and ensure that risk registers are updated following changes in project scope or product designs. Technology • Use systems, applications and tools in project control processes. Compliance • Maintain and apply knowledge and understanding of legal, regulatory and internal compliance requirements.

Requirements
Experience • 7+ years of experience in project control field with a least 4 years of experience in the development sector Education and qualifications • Bachelor’s degree in engineering or accounting Skills Technical: • Project and portfolio management • Cost control • Project accounting • Risk management • Real estate development • Construction management • Contracts management Behavioural: • Leadership and team management • Ethics and integrity • Stakeholder management • Emotional intelligence • Change management and communication • Developing self and others • Problem-solving
