Being held in Dubai for the first time in 2025, the Universal Postal Congress brings together 192 member countries for its 28th edition.

The event is the global platform for Congress members to define the Universal Postal Union’s 2026-2029 Strategy as well as the World Postal Strategy, setting new guidelines for international mail exchanges and shaping the future of the global postal system.

As well as these vital strategic approaches, the Congress will showcase advancements in postal services and logistics, which are essential to global trade and economic development.  

The 28th Universal Postal Union Congress boasts a future-focused agenda, uniting nations to reimagine the possibilities of the postal industry. This year’s edition will consider the key challenges faced by today’s postal network, as well as ways to embrace advanced technologies and find innovative solutions to meet current and future demands.
