Dubai is very liberal and progressive. There are absolutely no restrictions that are imposed on women traveling or staying in a hotel unaccompanied. There are no restrictions on dressing as well, but UAE being an Islamic country, too much display of flesh is frowned upon. Women are allowed to don bikinis at the beaches or beach parks, but be prepared to get noticed.
